Can't create partial hours

It would be grand if, for a feature, we could add something less than 1 full hour. We all know that some features are ridiculously easy to write. If I'm writing a scenario for validation, that isn't going to take me 1 hour to complete.

    Josh,

    We're continuing to debate whether or not we should keep estimates rounded to the hour. In my own use of the application, I've had the same experience; that fractions would be most valuable for scenarios under 1 hour. Regardless, the input field should be consistent: either not allow fractions, or add them properly.
